The First Global Declaration on "Artificial Intelligence" Controls

The first global summit for “artificial intelligence”, hosted by Britain, came out with the “Bletchley Declaration”, as 28 countries, including the United States and China, in addition to the European Union countries, signed the need for controls in the field of “frontier artificial intelligence” technology that relates to models with High-capacity general purpose, including how to measure these parameters, monitor and mitigate potentially harmful capabilities.

British Technology Minister Michelle Donnellan stressed that “in the face of the growing potential of software such as ChatGPT, Bletchley’s announcement shows that for the first time, the world is coming together to identify the problem and highlight the opportunities related to it,” considering that “we should not lay the foundations for global legislation.” Rather, we must work to chart a way forward in this field.”
